Plan floated at U.N. to lift Somalia arms embargo for a year

UNITED NATIONS (Reuters) - A proposal to lift a U.N. arms embargo on the Somalian government for a year but leave in place restrictions on weapons like surface-to-air missiles has been floated among a deeply split 15-member U.N. Security Council, diplomats said on Wednesday.

The Somali government has requested that the 21-year-old arms embargo be lifted so it can strengthen its poorly equipped, ill-disciplined military - more a group of rival militias than a cohesive fighting force loyal to a single president - to battle al Qaeda-affiliated Islamist rebels.

A draft resolution to renew a U.N.-mandated African Union peacekeeping force in Somalia, reconfigure the U.N. mission and decide on the arms embargo request is likely to be circulated among Security Council members this week, diplomats said.

The Security Council is scheduled to vote on the resolution next Wednesday before the mandate of the 17,600-strong AU peacekeeping force, known as AMISOM, expires the next day, March 7.

"What we may see is a lifting for a defined period ... as far as the government itself is concerned but with some caveats," said a council diplomat. "For example, excluding some types of equipment, which would continue to be embargoed."

He said the proposed defined period could be a year.

The United States has been urging council members to agree to demands by the government in Mogadishu for the embargo to be lifted, while Britain and France were reluctant, council diplomats said. Negotiations were ongoing, they said.

The Security Council imposed the embargo in 1992 to cut the flow of arms to feuding warlords, who a year earlier ousted dictator Mohamed Siad Barre and plunged Somalia into civil war. The country last year held its first national vote since 1991 to elect a president and prime minister.

SUPPORT VERSUS SECURITY

"It sends shivers down the spine," one council diplomat said of the proposal to lift the embargo. "This move would come with significant security risks and would set a deplorable precedent as the situation is still extremely volatile."

He said the current embargo provided sufficient exemptions for the Somali security forces to be properly equipped and that the council was very divided over the issue.

Another U.N. diplomat said the Security Council's Monitoring Group on Somalia and Eritrea, an independent panel that reports on compliance with U.N. sanctions, had reported that some al Qaeda-linked al Shabaab militants had infiltrated units of the Somali security forces.

U.N. monitors have also warned that the Islamist militants in the Horn of Africa nation are receiving weapons from distribution networks linked to Yemen and Iran, diplomats have told Reuters.

"There's a good argument for sending a strong signal that Somalia now has a government that is increasingly establishing itself as a proper government ... but on the other hand of course there is continuing concern about security," a council diplomat said.

U.N. Secretary-General Ban Ki-moon said earlier this month that the council should consider lifting the arms embargo to help rebuild Somalia's security forces and consolidate military gains against al Shabaab militants.

AU troops from Uganda, Burundi, Kenya and Ethiopia are battling al Shabaab militants on several fronts in Somalia and have forced them to abandon significant territory in southern and central areas of the Horn of Africa country.

The militants, who merged with al Qaeda in February last year, launched their campaign against the government in early 2007, seeking to impose sharia, or strict Islamic law, on the entire country.

"Jack the Giant Slayer" stalks $30 million box office but that's not big enough

LOS ANGELES (TheWrap.com) - March will not be coming in like a lion at the sputtering 2013 box office, which is already running about 13 percent behind last year.

"Jack the Giant Slayer," the CGI action fantasy film directed by Bryan Singer ("X-Men") and written by Chris McQuarrie ("Jack Reacher"), is expected to dominate the weekend and should still wind up No. 1, ahead of three other wide openers: Relativity's R-rated youth comedy "21 and Over," the CBS horror sequel "Last Exorcism, Part II" and RCR Distribution's Ed Harris thriller "Phantom."

But "Jack" is tracking at between $25 million and $30 million for the three days, very disappointing figures for a film with that kind of pedigree and a $190 million production budget. That will, as industry types say euphemistically, put a lot of pressure on its foreign performance (translation: New Line and Warner Bros. are going to lose money).

"Jack," starring Nicholas Hoult, Stanley Tucci, Eleanor Tomlinson and Ewan McGregor, has taken a twisting path to its big screen debut. Warner Bros. began developing it in 2005 but Singer didn't come aboard until 2009, and production didn't begin until 2011. By that time, Disney's "Alice in Wonderland" had already banked $1 billion at the global box office and "Snow White and the Huntsman" was on the way, so the idea of a CGI take on a classic fairy didn't seem so fresh. It was "Jack the Giant Killer" then, before Warner Bros. switched to a more family-friendly moniker.

It was originally scheduled for a June 2012 release - summer is traditionally a more opportune time to launch a film that targets kids and families - but had to be pushed to allow time for the visual effects work to be completed. Late winter is not only a tougher season, but it is landing the week before another action fantasy, Disney's "The Great and Powerful Oz," which is tracking for a $70 million debut when it opens on March 8.

The PG-13 "Jack" will be in a market-high 3,525 theaters.

The stakes won't be as high for Relativity's R-rated teen comedy, "21 and Over," a good bet to finish second with between $13 million and $15 million.

It's written and directed by Jon Lucas and Scott Moore, the writers behind "The Hangover." That and the storyline, which follows three young men - Miles Teller, Justin Chon and Jonathan Keltz - as they celebrate a 21st birthday should draw interest from its target audience, 17-25-year-olds.

The cast did extensive promos with MTV and has circulated 1.3 million "21 & Over"-branded plastic red cups - the flagon of choice at keg parties - on college campuses.

It feels a lot like "Project X," the similarly R-rated teen comedy that opened to $21 million on the same weekend - and also featured Teller - and went on to make $55 million for Warner Bros.

Relativity would love to see it, but doesn't need that kind of return to make money on "21 & Over," which it produced for around $13 million. It will be in 2,771 theaters.

The Last Exorcism," Part II" is CBS Films' first release of the year. The original film was a pleasant surprise for Lionsgate Films last August, when it debuted to $21 million and went on to make $67 million, not bad for a film with a budget under $2 million.

In this PG-13 rated film, Nell Sweetzer (the returning Ashley Bell) tries to build a new life after the events of the first movie, and the evil force that once possessed her returns with an even more horrific plan. Eli Roth returns to produce the sequel, but unlike the original, this one does not rely on found-footage.

Industry analysts see a debut weekend of roughly half what the original did, which would put it in the black, since its production budget is around $3 million.

It will be in more than 2,600 theaters.

The weekend's other wide opener, from independent distributor RCR, is the R-rated thriller "Phantom." Harris and David Duchovny star in the tale of a Soviet submarine captain who holds the fate of the world in his hands. Todd Robinson ("Lonely Hearts") writes and directs.

It will be in roughly 2,000 theaters but without a major marketing campaign behind it, will have to rely on word of mouth. Expectations for the three days are in the $2 million range.

On the specialty front, Fox Searchlight is rolling out "Stoker," the horror thriller starring Nicole Kidman and Dermot Mulroney, in seven theaters. Reliance Big Pictures is debuting the Bollywood romance "I, Me aur Main" in 47 theaters.

With "Oz the Great and Powerful" debuting next week, and DreamWorks Animation's "The Croods" (March 22) and "G.I. Joe: Retaliation" (March 29) on the way, the month should pick up.

But even with those films, it will have a tough time keeping pace with last March, which saw huge openings from "The Hunger Games" ($152 million) and "Dr. Seuss' The Lorax" ($70 million).

NUTLEY, N.J. (AP) ? A New Jersey woman widely known as "the tanning mom" is celebrating a grand jury's refusal to indict her on a charge she unlawfully let her 5-year-old daughter into a tanning booth.

Patricia Krentcil addressed reporters outside her Nutley home Tuesday night by yelling: "cha-ching!" Prosecutors announced earlier in the day she no longer faced a child endangerment charge.

She says her life has been "a living hell" and she plans to move to London for a year to decompress while her husband and kids stay in New Jersey.

Krentcil became a tabloid sensation because of her own deep tan and professed love of tanning. She says "tanning is not a crime" and she'll keep at it.

Asked what she learned from the whole episode, she replied, "People suck."

Threats of violence in Kenyan slums color election

NAIROBI, Kenya (AP) ? Dozens of shack homes have been burned to the ground in recent weeks in Mathare, Nairobi's most dangerous slum. Families are moving into zones controlled by their own clans, fearful of attacks between the tribes of Kenya's top two presidential candidates.

Kenya on Monday holds its first presidential election since the 2007 vote devolved into months of tribal violence that killed more than 1,000 people and displaced 600,000 from their homes. In a hopeful sign, this year's presidential candidates pledged at a weekend prayer rally to accept the outcome of the election and ensure violence doesn't again break out.

But the government-funded Kenya National Commission on Human Rights on Wednesday released a long list of physical attacks, hate speech and cases of ethnic intimidation Kenya has seen in recent weeks, exposing an undercurrent of tribal tension.

Those strains are on high display in Mathare, where at least seven people have died and 100 shacks burned in the last two months. Officially Mathare suffered 112 deaths during the 2007-08 election violence, though one policeman, who insisted on anonymity because he is not authorized to speak to the press, says Mathare really suffered over 370 killings.

Lewis Kamau is a Kikuyu but wears the bright orange hat of the Luo candidate, Raila Odinga. Kamau is not crossing party lines; he says the hat protects him from Luo attacks. He says he expects Luos to react negatively if Odinga loses.

"Violence will erupt because of results they don't like," he said. "I know these people. They won't accept the results."

Kamau ? who backs the Kikuyu candidate, Uhuru Kenyatta ? is standing 20 feet from a dirt lot scorched by fire, one of the shacks burned in Luo-on-Kikuyu attacks that began in late December and carried over into January.

"Just the other day they burned here and we didn't retaliate," he said, motioning to the charred lot. "We kept quiet. On Monday after the (election results) announcement, we will be ready for it."

Odinga or Kenyatta must win at least 50 percent of the vote in Monday's election, or the two will go to a second-round runoff, where attention will be even more focused on the two, heightening tensions further.

Many in Mathare, and across town in Nairobi's biggest slum, Kibera, say that Kenyans have learned from the 2007-08 violence, and won't repeat it. But many of those pronouncements come from people who assume their candidate will win.

"I think given the 2007 experience we will accept the results, even if, God forbid, we Luos lose. But I don't see us losing," said Daniel Omondo, an information technology specialist in Mathare.

The Kikuyu-Luo rift goes back decades, to when Odinga's father was asked by British colonialist to be Kenya's prime minister. The elder Odinga declined, saying that Jomo Kenyatta ? Uhuru's father ? was the rightful leader. Kenyatta eventually became president, with Odinga as his vice president. But a few years later Kenyatta forced Odinga out of the government, and the tribes' relations began a long slide downward.

In a small tin shack in Kibera where illegal, home-made whisky is served, one Odinga backer who gave his name as Christian Nyambega said the country needs its political leaders to accept the results and for the voters to remain calm. Then one of his drinking colleagues became agitated at the memory of the disputed 2007 election win of current President Mwai Kibaki, a Kikuyu.

"They're going to steal the vote the way they did for Kibaki. The Kikuyus are not the only tribe in Kenya. We have 42 tribes in Kenya," said the man, who gave his name only as Patrick, saying her feared government retribution.

Of the dozens of worrying cases of political tensions described by the human rights commission on Wednesday was one in which Kikuyu landlords in a low-income area of Nairobi ejected Luo tenants from their rental houses. It also said a member of Kenyatta's party has been linked to the use of gangs to threaten opponents. The report also documented cases of residents voluntarily moving to areas controlled by their own tribe.

One Western embassy official watching election developments closely said he expects less violence this election season than in 2007. But he said if 200 people die in violence, it might have to be considered progress compared with the more than 1,000 deaths in 2007-08.

There are other areas of concern in addition to the Luo-Kikuyu rift in Nairobi. A United Nations official who is watching election developments said that Kenya's Rift Valley has seen an influx of imported guns that didn't exist five years ago, and the Tana River area ? a region that has seen serious tribal fighting over the last year ? is likely to see more deaths.

The official said that violence in Mathare will be the worst in Nairobi, and that members of Amnesty International and Kenya's Truth, Justice and Reconciliation Commission have been receiving serious threats. The official said he could not be identified because he was not authorized to share election data.

Since Kenya's last election, the country now has a new constitution, a new judicial system that is lauded as less corrupted, and the police force is being overhauled. Many residents hold out hope that those changes will help ensure that government systems ? instead of massive street violence ? will be used to settle election disputes.

"The violence (in 2007-08) came because of the stealing of votes. The Odinga supporters thought it was rigged, so there was an outcry. This time we have a credible judicial commission and we have seen many changes in police," said Bernard Titus, a Kibera resident.

In addition, four prominent Kenyans ? including Kenyatta and his vice presidential candidate ? face charges at the International Criminal Court over allegations that they orchestrated the 2007 election violence. Some Kenyans believe those charges have reduced the chances that power brokers will hire thugs ? mostly young men and boys from the slums hired for $5 to $10 a day ? and send them into the street.

Grace Kalibo runs a small shop selling basic food goods in Kibera. She attended Sunday's massive peace rally where Odinga and Kenyatta shook hands and pledged peace. She believes Kenya will avoid the massive violence of five years ago. So does her neighbor, Lucas Awol, a 39-year-old bar owner where poor Kibera men gather on Sunday afternoons.

"This time they won't react at all. They are tired of war," said Awol. "This time it will be peaceful. People say so."

Bankruptcy bid leaves 285 CT media pros in limbo - Financial Mines ...

A bid to buy the New Haven Register?s parent company Journal Register Co., which is in bankruptcy, is still pending in federal court, but JRC has told the state it expects the deal to close in April and 285 media pros will lose their jobs.

However, JRC management has said it has asked the new ownership to retain all the employees.

The mass layoff notice JRC filed earlier this month is a bit of a technicality, though that?s not much comfort for employees.
Here?s a brief synopsis on this story:
JRC filed for Chapter 11 Bankruptcy in September of 2012. As part of its plan, the ownership decided it was in its best interest to auction off the business, and got a stalking horse bid from 21st CMH Acquisition, an affiliate of Alden Capital, which is itself a secured creditor/owner of JRC to the tune of $150 million.
The company built up a large load of debt through acquisitions over the course of nearly two decades before the newspaper industry hit the skids. Many companies have also struggled, including Tribune.
No other bids were accepted by Feb. 11 and so JRC filed notice it would accept the Alden affiliate?s offer. That offer would provide about $1.75 million in cash, part of which will go to unsecured creditors, pay off some debt obligations and represents the equivalent of $117.5 million in debt. The actual amount can be higher as debts have climbed during the procedure.
The Connecticut properties up for sale include the Register, The Middletown Press, Torrington Register Citizen, Connecticut Magazine and several others.
The court has to approve the deal, but has not yet done so, according to bankruptcy records.
In the meantime, the 285 employees in Connecticut, which includes sales, reporters, editors, finance and other staff, will lose their job when the deal closes, technically.
Presumably the company will continue to operate so many of these workers will be offered their old jobs, but whether all will keep earning paychecks is unclear.
It?s not unheard of in situations like this for a company to file a mass layoff notice. Bus companies that lose school district contracts do it, even though many of the bus drivers will be hired by the winner of the new contract. But in some cases, people are forced to reapply for their jobs with the new company.

Egypt?s main opposition bloc has pulled out of elections due in April, expressing doubts over their transparency and rejecting a call from President Mohamed Morsi for dialogue.

With the gulf between the ruling Islamists and the opposition growing wider every day, US President Barack Obama told Morsi he had a ?responsibility to protect? the democratic principles advanced by an uprising in 2011.

?The decision of the Front, unanimously, is to boycott the elections,? National Salvation Front member Sameh Ashour told reporters in Cairo Tuesday after a meeting of the alliance, which groups mainly liberals and leftists.

?There can be no elections without a law that guarantees the transparency of the electoral process? without a real independence of the judiciary,? Ashour said as activists chanted slogans against Morsi?s Muslim Brotherhood.

The decision came after NSF demands, including the formation of a new government ?to save the country?, had been ignored, Ashour added.

Leaders of the opposition alliance have been locked in heated debate over whether to take part in the staggered parliamentary elections, members said.

Already on Saturday, Mohamed ElBaradei, former head of the UN atomic agency, Nobel Peace laureate and a prominent member of the Front, had issued his own boycott call, arguing it was necessary ?to expose sham democracy?.

The NSF also shunned a national dialogue event set up by Morsi to establish guarantees for fair and transparent elections.

?Of what guarantees can we speak today, while we have been refused an impartial government able to apply these guarantees?? said Ashour.

He accused the Brotherhood of wanting to ?politically kidnap Egypt, to monopolise its institutions and dominate all the state organs?.

Obama, in a statement issued after a phone conversation with Morsi, welcomed his ?commitment to serving as a president for all Egyptians, including women and people of all faiths?.

Obama ?emphasised President Morsi?s responsibility to protect the democratic principles that the Egyptian people fought so hard to secure?, the statement added, referring to the uprising that toppled autocratic leader Hosni Mubarak.

He urged all sides in Egypt to work ?to build consensus and advance the political transition?.

The White House also said Secretary of State John Kerry would visit Egypt on March 2.

Morsi argued his national dialogue was aimed at ensuring the elections would go ahead ?with the highest degree of transparency and impartiality?.

In remarks aired on television, he said the door was still open to those staying away.

Saad al-Katatni, head of the Brotherhood?s Freedom and Justice Party, and Yunes Makhyun, chief of the main Salafist party Al-Nour did attend the national dialogue event.

Katatni ruled out the formation of a new cabinet before the elections, arguing a ?change of government now would send a negative signal? with the country in the grips of a severe economic and political crisis.

Makhyun, whose party has tried to mediate between the government and the NSF, called for the formation of ?an impartial government accepted by all political parties?.

The Brotherhood and its Islamist allies won an overwhelming majority in the legislative polls in the winter of 2011 and 2012, but when a court found irregularities in the voting system, parliament was later dissolved.

The NSF organised massive protests against Morsi in November and December after he adopted now-repealed powers that shielded his decisions from judicial review.

But anti-Morsi protests have slowed since he pushed through an Islamist-drafted constitution in a December referendum. The mass rallies have given way to smaller, often violent, protests.

The opposition, less organised than the Muslim Brotherhood, insists the president appoint a new government before the election. The presidency says the new parliament should have the right to appoint the cabinet.

The election is scheduled to begin on April 27, with a new parliament to convene on July 6.

Film of Austrian girl's hostage ordeal premieres

VIENNA (AP) ? The story of Natascha Kampusch, who grew from a 10-year old to a young woman as a captive of a sadistic abductor, is now a movie.

The film depicting her more than eight-year long ordeal premiered late Monday in Vienna. Titled "3096 Days," the English-language film is based on Kampusch's biography.

Thure Lindhardt, who played abductor Wolfgang Priklopil, says the role was "challenging," while Campbell-Hughes describes her portrayal of Kampusch as "a very great responsibility."

Prominent Austrians in the audience came away impressed. Former Interior Minister Karl Blecha said the film succeeded in depicting the horrors of Kampusch's torment.

Kampusch was snatched off a Vienna street when she was 10 and held prisoner until she fled in August 2006. Priklopil committed suicide within hours of her escape.

60 New APIs: ConnectYard, DealAngel, and friendSurf

This week we had 60 new APIs added to our API directory including a programming article search, a retrieval, and rating service, an international shipping service, a business operating information service, a home buying service, a consultation and engagement service, a social messaging service and a biodiversity event information retrieval service. Below are more details on each of these new APIs.

27 Seconds Knowledge Base27 Seconds Knowledge Base API: 27 Seconds is a full-service graphic design and development firm. Knowledge Base is a section of their website that contains snippets of code, links, and general ideas that are useful when programming. Site visitors can view all the contents of Knowledge Base in a list, or they can search Knowledge Base for specific information. 27 Seconds provides a SOAP-based API that allows users to search, retrieve, and rate Knowledge Base articles programmatically.

Bongo InternationalBongo International API: Bongo aims to help with International Cross Border eCommerce transactions by both Consumers and Businesses. Bongo services 95,000 International Consumers and over 3,000 Businesses globally with a team spanning 3 continents speaking 12 languages. The Bongo API allows users to make a variety of calls to check order information and status including: ConnectOrder, ConnectLandedCost, ConnectProductInfo, ConnectOrderRemove, ConnectOrderTrackingUpdate, ConnectSkuStatus. Business ProfilesBusiness Profiles API: The service provides provides search access to the provider's database of public registrations and disclosures required of corporations. Public companies must register information with government authorities about locations, officers, lines of business, and some financial details. The service summarizes these kinds of information in profiles of over 40 million records companies worldwide. Applications can make use of this information for purposes like validating their own information about a company, discovering company official names and contact information, and verifying a company's good standing with government agencies.

API methods support submission of a query specifying all or part of a company name or other term relevant to the company's profile. Requests can also specify a legal structure (corporation, partnership, LLC, etc.) and record status to filter results. ConnectYardConnectYard API: The service provides messaging, both one-to-one and one-to-many, via social media platforms ? Facebook, Twitter, and LinkedIn ? in addition to more traditional SMS text messaging and email. It allows the sender to assign individual recipients to groups called "yards" for shared management of communications. DealAngelDealAngel API: DealAngel is a hotel rate search engine. DealAngel allows users to search for hotels by location, retrieving pricing and reservation information for booking hotels.

ebookersebookers API: ebookers.com provides global online booking options for travel products including a choice of over 250 airlines, more than 110,000 hotels, holidays, car hire and insurance. ebookers.com is part of Orbitz Worldwide (NYSE: OWW). The ebookers API allows users to embed live XML feeds into third party sites including Flight feeds, Hotel feeds, and Car hire feeds. The API is part of the site's affiliate program and an account is required with service.
